University of Alberta Hosts Session on Best Value Model and Dentistry Pharmacy Project - October 17, 2011

As many of you are aware, the University of Alberta (UA) has embarked on a new procurement approach for goods and services using the Best Value Model developed by Arizona State University (ASU). ASU is working to assist the UA in the application of the Best Value process. So far this process has been applied to two pilot projects: Janitorial services and most recent the ERC/Balmoral Facility.
# Project                            Type       Date Added    Budget             Status
1 ERC / Balmoral Facility   DB        7/01/2011      $21M                  In Procurement
2 Custodial Services          Service 1/12/2011      $6.2M / yr (est.)  Awarded

The University of Alberta will be applying the Best Value process for another project. On October 17th the University will host a session specific to the Best Value process and the use of this process for the planned release of the Dentistry Pharmacy project. This session is not a mandatory meeting for the project, but will provide some context as to how the process works for a specific project.

The intent for the Dentistry Pharmacy project would be to take the project through to design development based on a shell and core approach. The Best Value process would be used for this project to select the prime consultant team which would consist of Architect, Building Envelope Specialist and Structural. Once the prime consultant team is on-board the Best Value process would be used jointly with the architect and University to select the mechanical and electrical consultants who would be assigned to the prime consultant for the project. Note that the University will be posting in advance the recently completed Assessment Concept report as advance information to the opportunity notice.

Caution Issue by APEGBC and AIBC

The CEA Board of Directors became aware of this caution issued by APEGBC and AIBC early this week and after consultation are supportive of this advisory. APEGGA has not issued any such caution to its members but they say it seems somewhat self-evident that you should be quite careful of your undertakings in these kinds of matters.

PWGSC Joint Workshop - Selling to Government + Security

At a recent CEA Breakfast Information Session, the Public Works and Government Services Canada (PWGSC) provided information on the federal government procurement process and the required security clearance process.
PWGSC is the federal governments main buyer of goods, services, and construction and its Office of Small and Medium Enterprises (OSME) was established to make it easier for businesses to sell to the Government of Canada.
OSME shows suppliers how to navigate the government purchasing system, gain access to key government contacts, and learn more about the bidding process. The Industrial Security Directorate of PWGSC pre-clears firms for federal work, and will provide information on the security clearance process.

The following Presentations were made at the workshop.

What does BIM mean for Civil Engineers?

Road and highway projects can benefit from design using building information modeling By Adam Strafaci

"A few weeks ago, I was on the phone with a civil engineer who needed help with a question he was asked by an architecture firm, "Are you BIM ready?" The civil engineer had a good understanding of the benefits of building information modeling (BIM) for building design and had ideas about how those benefits might extend to civil engineers. But he wasn't sure how to answer the question. Did BIM even apply to civil engineers? If it did, would he have to use new software to be BIM ready? What if he wasn't working on projects that involved buildings? Could he still do BIM?" Read rest of the article...

TILMA Agreement (pdf)

Important Information Regarding TILMA For Consultants

The BC Ministry of Transportation and Infrastructure and the Alberta Ministry of Transportation held two seminars (in Calgary on March 3rd and in Edmonton on March 5th) for consultants working on provincial highway projects. The topic of the seminars contained the changes to the consultant selection process in both provinces due to the Trade, Investment and Labour Mobility Agreement (TILMA) signed between Alberta and British Columbia. A selection process that is TILMA compliant must be operational in both provinces by April 1st, 2009.
