CEA Bylaws, Act and Regulations The Association was formed in 1978 and is made up of over 80 firms representing over 8,000 employees. Members of CEA undertake approximately 80% of the consulting engineering carried out in the province. On June 11, 1992, the Alberta Legislature passed and gave Royal Assent to Bill 29, the Consulting Engineers of Alberta Act. Bill 29 received Proclamation on April 28, 1993.
